12,219 MW signed under the old terms plus 5,642 MW under the new tariff is about 17.9 GW, close to twice AEP Ohio’s peak demand. Do the older contracts carry any minimum payment at all?

Under a fifth of Ohio's 30,000 MW of stated interest made it to a signed contract. Checking the verb before the number is a habit I'm keeping for every buildout headline.
