This week made the shift unmistakable. Oracle’s $38B financing push shows U.S. AI campuses now exceed balance-sheet limits. Australia vaulted into first-tier status with a $4.6B OpenAI–NEXTDC campus and a $7B national AI–energy package. Europe accelerated coal-to-compute and nuclear-backed strategies, while the Gulf advanced sovereign-cloud models. And TikTok’s $37B Brazil commitment instantly repositioned South America as an AI-scale corridor.
